automatically upgrade Perl strings to utf8 before sending them to DBD::Oracle

To install DBIx::Oracle::UpgradeUtf8, copy and paste the appropriate command in to your terminal.

cpanm DBIx::Oracle::UpgradeUtf8

perl -MCPAN -e shell
install DBIx::Oracle::UpgradeUtf8
