Fixed test failures on Windows (and possibly other platforms with disgusting perverted non-unixy line endings.)
Upped the recommended perl version to 5.008.

To install Module::Starter::Plugin::CGIApp, copy and paste the appropriate command in to your terminal.

cpanm Module::Starter::Plugin::CGIApp

perl -MCPAN -e shell
install Module::Starter::Plugin::CGIApp
