Changes for version 0.15 - 2024-05-06

Fix a typo in the template dist_setup.conf file.
Disable the ValuesAndExpressions::ProhibitNoisyQuotes perlcritic policy.
Add a pod2html make target to convert the POD documentation into HTML.
Process HTML files in the spelling test (but ignore the pod2html dir).
Add an exe make target to generate packed executables with pp (experimental).
