Changes for version 0.007 - 2016-10-21

Add enable_acls and acl_default_policy arguments in preparation for supporting the ACL API in the Consul module.

Run a Consul server for testing

To install Test::Consul, copy and paste the appropriate command in to your terminal.

cpanm Test::Consul

perl -MCPAN -e shell
install Test::Consul
